That's minimal amount of surface rust that you have compared to what my 2007 Tahoe had and still has. Unfortunately my car came from the rust belt (northern Ohio) and had a roughly 6" rust spot on the edge of the left rear door. A very small area on the right rear door and front part of the hood. I live in VA and took it to the nearby body shops. Most didn't want to touch it as they can't guarantee rust work, and some wanted to start replacing panels which didn't sound like a good idea to me since it would cost me over a third of what I paid for the Tahoe.
I eventually took to a nearby MAACO and they agreed to fix it for me. I had them fix the worst spot as I didn't want to tackle it myself. Paid $300 for it and it's been about 7m now since they repaired it. I can tell small bubbles are coming back under the paint, but I think overall it's worth fixing it even if I have to take it back to them in a year or two.
Smaller spots I tackled myself. They were a bit worse than what yours look like. I order my color kit from here:

It was a perfect match for my gray color. I ordered the spray can kit. Comes with primer, base and clear coat plus sand paper for about $50. I also ended up buying a can of bondo.
If you do tackle it yourself, take your time while doing the repair. Follow it step by step and have patience. I didn't do that and it showed in the quality of my work unfortunately.
