I had my cat welded on for about $180 by a local exhaust shop. Your mechanic is quoting for a bolt on system. Check out an exhaust shop.

you got burned badly it should have cost 40$ to weld it on

Not including the price of the part though

180 parts and labor. OEM cats are not cheap. You can buy the high flow aftermarket units for less but those will likely throw an SES code.

fair price if it includes a "working part"

hope you got the old one back to sell as scrap that is worth 150 to 300$

No ******* kidding.

How do you diagnose a bad cat as a bad engine? Yeesh. I could almost understand thinking it at first pass if it were the flywheel, but that's something that would be caught upon removing the flywheel bolts, before the thing even comes out of the car.

Tell ya what though, that would have made for a very very interesting conversation after dropping a couple stacks on an engine.

Happy you got her fixed without a new engine. Nice to know that the sounds these failing cats make can vary. Always a good place to start when strange noises are heard.
