My '99 does this sometimes--sporadic. It's a rock steady 600 usually; 800 first starting from cold.
It only does it on transient of warm up or cool down. Example, if I start it for a minute just to move it to another parking space, shut it down then start it again after a minute, it won't hold 600. In fact, when it won't hold 600 it usually just stumbles and quits. Then, when it does start, I 'emotionally' and scientifically jump on the gas peddle a couple of times and it straightens out.
Now the idle control valve is new--still does it. Fuel cleaner into the valve has always helped, but, needs it often every two months or so.
Don't know if I'll ever find a permanent fix--or even need it!!
