Any good fuse that has voltage on one side should have voltage on the other side. It's not a switch unless it's blown; then it's an OFF switch.

Certain fuses will have voltage only when starting or if the circuit is somehow switched before the fuse. Your ignition fuses should have voltage with the key in the RUN position, and maybe in the CRANK position.
