Leveling help

I am asking on behalf of my brother. He has a 99 2 door Tahoe 2wd that he wants leveled. At first, the guy at the truck shop said he could do a torsion bar/key crank but then he said he couldn't do that on his model. My brother went back and was told that his only option that they knew of was a 4 inch front block, 3 1/2 rear block, and new shocks all the way around. He was quoted a $1,000 for all off that plus alignment and installation, I thought they were joking at first. This was an outrageous price in our opinion and I need help on how he can level his Tahoe.

I think cranking the torsion keys will do but dont kno 4sure if 2wd even have torsion keys... Or I think spacers 4 the suspension... Sorry I'm not much help dont kno much bout lifts... Im just low and fast...

if you has a 2dr model then he has a 4x4 driveline. he can crank up to two inches with stock keys to lift the front as needed. after that part changes will be needed.

if you has a 2dr model then he has a 4x4 driveline. he can crank up to two inches with stock keys to lift the front as needed. after that part changes will be needed.

I checked and didn't see them. Where would they be located under the truck? I may have looked in the wrong area

probability suggests very rare. in fact it was about only 1% percent of all manufactured was even predicted by gm for 1999 and unless i see pics of said drivetrain from factory i will believe otherwise. to this day people claim to have one but not as of yet seen an actual set of photos to verify it. however if two wheel drive just have someone make you new coil springs for the front that are taller. it could be treated like any other 2wd obs front end in regards to weight classification.
