Use your saws all, that's what I used. For the metal part of the fender closest to the passenger compartment I used a 5" grinder. You can see from the pic that was the first side I experimented with so I had a bolt and a nut. The passenger side I just used a self tapping screw into the plastic. Worse part of the job is the water and crap that falls in your face when you hack that plastic.
Have your heat gun handy too, I used my heat gun and my hammer to heat the crap out of the liner and the hammer top to push it and reform it a little bit.
