Lift Gate problems

I am having problems with the rear lift gate on my girlfriends 07 LTZ Tahoe. I can use the botton (remote, overhead console & actual botton on the gate) to open it but can't use any of those to close it. You have to do it by hand. When you press the botton on the lift gate to close it you can hear the motor engage but it does nothing else.

I have also noticed that the rear window washer fluid is not spraying when you press the botton....I wonder if these problems have something in common?

Has anyone had these problems,,,,,,anyone know what might be the cause?

Out of curiosity... push the button to open the liftgate and when it's about halfway up, if you push the button again does it close?
