So first for the flasher to even work, there actually needs to be a module connected. You can check by looking behind the flap in the passenger side front wheel well near the bumper. There should be a wiring harness with two connectors there, if they're connected together then the flasher system will not work, if they're connected to a small black box then it will work. All you have to do is apply 12V positive to the dark green/red wire.

That harness in your 1st pics is the harness for the which the flasher module connects to.Alright, so I looked down the same angle you took your shots from and I have no module. There's also not the same harness from what I can see.
However, I can see that they cut some harness and spliced two wires back together. (See third attached pic).
Also, while digging around the bottom of the bumper, I found a harness that was barely held in with some electrical tape. Looks like it was messed with when they pulled all of the police equipment. I pulled it out and took a shot of the wires coming to and from the connector. (See attached pictures 1 & 2).
Oddly, that section of harness is just a loop, so I don't know if that used to connect to something that was removed or not.
Any likelihood that I can reassemble whatever was/is missing and get functionality back? Also, do you have a part number for the flasher module?
