Lip, valence, air dam question

I was driving home today and saw this bone stock Tahoe/Suburban parked a few blocks away. I noticed that his front valence did not have any holes for the tow hooks, but he did have fog/driving lamps. But what got me curious was the other lip below the valence with fogs. Can someone help me to figure out what that lip is called and why the valence did not have holes for the tow hooks.:confused:

let me dig up, you can go in and order it form any local GM dealer, it's lower valance on 05-06 Tahoe, Yukon, Sub, etc...like $35.

oh, and yes, bolts right up, mine is an 03 too, love the extended lowered look :D
