If two tires of different brands are the same size, but have different load index, does that mean the tire with the higher load index use a stiffer sidewall or just general stiffer construction?

Not anymore. Today the Load Range refers to a tire's carrying capacity and strength at a certain air pressure.What load range? Load range E is a 10 ply and a D is an 8 ply and so on.
