Loose bolt - what is this part!?

Much thanks for any help! This is looking from the back towards the front (passenger side) - loose bolt but I don't see how to tighten because there's no more threads.

The drivers side looks exactly the same - they're just flopping around! What is happening and what do I need to do to fix?

That is your sway bar link. You are missing all four of the rubber bushings that are supposed to be above and below the sway bar and the control arm. Easy to replace and not very expensive. You can get them at pretty much any autopart store or from RockAuto. Here is what one option looks like with all the bushings.

Wow. Yeah, replace them and enjoy the reduced body sway and clinking and/or clunking noises.

That's what I'd like to know. Usually the bolt part rusts then brakes right where it goes through the control arm and the entire bottom part is missing and the leftover part hangs there and hits against the top of the control arm.
