Lowering 2wd 4door 98 hoe

So I'm looking to lower my 98 hoe. I was wondering what everyone might recommend on how low to go. All I can find is 2inch shackles on the net. I don't want to flip the axel as of now. Is 2inch really going to show much? If not were could I find other shackles and what should I expect to pay for a set? Thanks in advance for the help
