More A/C Issues

Okay, So I've tried every A/C thread I can find on here and none of them relate to my issue (as far as I can tell anyway).

First thing, if the outside temp is anywhere close to 90 degrees(it's over 100 now), my a/c won't blow cold unless maintaining a speed over 40 mph ish I've already recharged it and once I get going it blows really cold so I know it's not leaking or anything.

Next I keep hearing this clicking under the dash it sounds almost like if someone recorded the turn signal noise and played it back at half speed, it stops when I turn the a/c off.

Has anyone else experienced this? Any insight will be greatly appreciated.

My 03 A/C blows good and cold...too cold at times actually. I think my climate control is going out of whack. At times, I have to set the temp to 75 or so to keep it from blowing high speed cold and freezing everybody out.

I do get the clicking noise from time to time (heat and A/C) and if I turn the blower fan off for a minute or 2 and then back on, it will stop...until it decides to start again. Could be days...weeks...or months...
