That's a new one. Never saw anyone use pliers, and just to add insult to injury they left them in the tire. Who does that shit to people they don't know. People just suck.

All of that said from the looks I honestly believe you picked up a road hazard. Take a good look at the handles....any scratches? Think of the force it would take to drive a pair of needle nose pliers into the side of a tire. Even more give it a try yourself especially holding them slightly open to get two separate punctures into the sidewall.

Enlarging it a few times it appears that the bottom of one handle has new significant wear indicating it hitting the road as the tire rotates.....did you have a road hazard warranty on the tires; if so get a new one and smile. If not then it's just as bad as if someone had targeted you.

Those are spring loaded so they stay open. That would be a hell of a road hazard for them to close and then puncture. And the wear most likely came from me pulling out the parking spot before I noticed my tire pressure light on.
