I have an '03 Hoe, may not be the same issue/solution, but thought it might help with your intermittent problem.

Same issue, DIC would not diplay intermittently. Also have tach/spedo, cluster lights, etc. work or not work. If off, came on when while driving. Was ready to spend money and replace the whole cluster.

Turned out to be an issue with the contact on the harness - known issue that the point of contact corrodes. Depending on how bad it is it can be cleaned up and re-seated. Or the harness may need to be replaced (yuck!).

Might be worth pulling the bezel, pulling the cluster, and checking if you can isolate or rule out the harness.

Instrument Panel out

I have a 2010 Chevrolet Tahoe with only 20K miles and it seems like I have the same issues with the Instrument Panel. At first the Instrument panel was intermittently on and now it just off. Its stopped working and I need to know what can I do. Should be out of warranty because of the year but Im still under the 36K miles. Don't want to have to pay for something that the was an issue that all GM Tahoe owners are experiencing. Shouldn't this be a recall of some sort? Please help.

This issue is probably more related to the age rather than the mileage. Dealing with heat cycles on electronics. You could try contacting your dealer or GM Customer Service, if you are willing to fight for it.

I decided to spend an hour fixing it, rather than several hours on the phone.

I fixed the issue by re-soldering Q16
