No power to fuses

Hello all. I have a 2018 Tahoe ( I also have a 2019 Escolade).
2018 Tahoe:
In my under hood fuse box there are many fuses that do not seem to have power to them, on either side of the fuse to ground. Is this normal? If not, any suggestions on a cause? Thanks in advance Leo

Things only get turned on when a computer commands it to be. If your truck is dead, it may be a big fuse off the battery. Not sure where it is on that generation.

pretty normal on the k2's this gen goes into a more deep sleep compared to previous generations
after it has gone to sleep then almost everything is powered down
