No rear heat in 2003 Z-71 Tahoe

There are numerous threads that discuss this issue of no rear heat. They all reference this replacement part (or GM 15832319):

I ordered one for my Z, but when I went to put it in, my 2003 does not even have this part. See the picture attached! My Z does not have the digital HVAC system (just knobs in both the front and rear). Is this why my Z looks completely different and doesn't appear to have this module? Any idea what could be wrong and what needs to be replaced?

First of all, why do you need a heater in August? Or do you mean the blower is not working (meaning cool air)?

Secondly, your pictures didn't show up, so we can't see what you have or need. Try rockauto. They seem to have pictures of all the various parts.

Have you volt-checked the resistor before ordering? Lots of stories on here about guys that bought a not-so-cheap resistor, only to find out that wasn't the problem.

I don't need heat now, but I'll need it as soon as it turns cold, so I'm trying to get it fixed now.

Did some more research today:

The blower is working, but the heater hasn't worked in ~2years (in the back only), I have just been too lazy to fix it. I also noticed that the actuator that controls floor-to-ceiling is doing nothing. The air in the back constantly blows out of all vents (floor and ceiling). Neither actuator (the floor/ceiling or the temperature one) moves at all when I change the controls. I have reset the HVAC fuses as described in various threads. They still don't move, ever.

I tested voltage going to the actuators, and I'm seeing ~12V on each wire on the harness for the actuators. This leads me to believe I may have two bad actuators?
