Alright! The encoder motor I bought from Amazon was only $106 all in. That fixed it. I'm pretty sure the encoder I removed was from a junk yard, as all the external screws were painted pink. I also took photos of the encoder return voltages after the new one was in. More photos in the next reply.

It looks like the encoder sensor is just fine, same with the motor, but all three gears are damaged.
