Oil cluster at 70Psi

I have a 2002 Chevy Tahoe rebuild motor.
When I turn the key too ON position, the oil psi is at 0. When I turn on the car it is at 70psi. Whenever I drive it it moves closer to the 80psi but doesn’t fully reach too it.
So my question is, do I need to replace Oil Sending Unit or Cluster ?

Probably the sender. When it failed on my 06 Suburban, mine just pegged out to max whenever I turned the key to on, before even starting the truck.

You can hook up a mechanical pressure gauge and tape the dial on your windshield and go for a drive to see what the actual pressures are, then determine what you should do next. Or just replace the sender. But testing is always a better approach before replacing things, of possible.
