So how do you know of the stabilizer bar is too loose or too tight?

The rubber bushings look like they are barely compressed. You could easily change out the rubber ones with urethane. I doubt that would solve your problem. You may want to try another shop to get a second opinion on the alignment. Just like doctors, there are good techs as well as bad ones out there.
