When i was pressing down on my emergency brake pedal i heard a pop on the pedal. Now my parking brake not working. I looked under it and the cable seems loose and not tight. Does it just need to be readjusted?

If you heard a pop, then something broke. Check the cable ends on the rear axle as well.

As @Geotrash said. I'll also mention there is a junction along the frame rail (driver side) that goes from 1 cable to 2. If your vehicle is rusty, that's a common spot that gets blasted with road crap. If all points are still connected underneath, then it's possible the cable snapped inside its sheathing.

When i pull on the cable from the pedal i don't see it move at all. The part that's going into the floor board isn't moving when i pull the cable by hand. It's like the cable unraveled from the pedal itself but everything is still connected. It's hard to explain without an video. Could the pedal ratcheting feature be broken itself?

Ok i just crawled under my truck and you guys are right. The brake cable that leads to the junction is broken. Any good tools to make this job easy? And yes my truck has rust under it so ill have to take out this pedal brake cable and replace it

Usually at that point just buy all new stuff from the junction forward. Test the rear cables with a set of vice grips to see if they are free (pull them at the junction 1 at a time). If they don't freely move back and forth, then you are in for a good time of pulling all the rear brakes apart as well when you put in ALL new cables.

Or, if you don't use your parking brake often.......just put some black tape over it and the problem will be gone. LOL
