Passenger Rear Door Wont Open

So I recently had to replace a broken door handle on the passenger rear door. After completion the door opens and closes fine without issue. After I lock all the doors, using either the fob or driver lock button, then unlock them, the door will not open. I thought the actuator was broken so I replaced it and the issue continues. I also looked at the fuses just inside the dash on the drivers side and they appear fine. I pulled the ones for door unlock and replaced with another fuse and I still get the same issue. When I unlock the doors, it sounds like something is happening in the actuator at the broken door so it is getting a "signal" to unlock. Is there something else to try? I know this has been asked several times but I cant get it to work no matter what I have tried. If there is a thread I am missing please direct me to it.

Not sure I understand what's really happening. Is it not unlocking or not opening? Is it just a remote thing?

I just had to replace both the actuator and regulator on my rear passenger over the summer. Wasn't much to it. Double check the child lock and check that everything is connected properly to the actuator.

It appears to be unlocking but will not open. But I assume it is not unlocking since the door opens fine after i remove the inside door panel and open it. I can open it several times but once I lock it and then unlock it (using the key fob or the driver controls to unlock), the door will not open.
