Passenger Seat belt malfunctioning?

Passengers keep complaining that the seat belt is restraining them at random times. It is acting as if I'm pressing the brakes, but even when I'm not on the brakes, the passenger seat belt may be locked and holding the passenger against the seat, not allowing them to move. Hope this makes sense. Can anyone tell me where to start looking for a fix?

Unfortunately there is no fix. Not uncommon issue. For the safety of your passenger, buy a new one. I have replaced two. Less than $100 each at the dealer.

Under 100 for the part or for installation and parts? I just got a service manual, I willhave to check this out, thanks
