Looks like they tossed a bumper on it in place of a spoiler.

Yeah looks odd too doesn't it.
And that spoiler has a mirror set into the face of the spoiler that moves out on a servo wired to a switch so when you are backing you can see the tow ball. (Pre reverse camera)

I saw a twin of that mad max car at the tyre shop about 20 years ago. A Japanese feller had paid 150 thousand for it and they were taking the super charger off for shipping to Japan.

Ah. I saw a 4runner the other day that had an odd spoiler, but not that bulky. Makes sense if it had a mirror in it.
