Yes(but, correct me if I'm wrong)
I can install a 3-way toggle switch with one side tapped to reverse wire(this is the position the switch will mostly be left in) and the other side to a constant power source(and only select this when I want to manually turn the monitor on)...

You are correct. I have mine hooked up that way. The switch is mounted above my fog light button. Click on the picture icon under my name to see pics if you want. (Damn iPhone won't copy the picture link.)

I have my rear wiper control in that spot so I'll have to figure something out.

Question, do you have both the monitor and camera wired to that switch??

Yes. Position 1 to reverse light power. Position 2 to constant power. Middle position to monitor, which is also off.

I have the RCA connection to the monitor located in my glovebox. Sometimes I disconnect the rear camera and hook up an iPod to watch movies. For the audio you can connect to your head unit/headphones/external speakers depending on your set up. Next time I will get a monitor with two RCA inputs to make it easier to switch from camera to movie mode.
