It is a "known" issue because it is designed to do exactly what it is doing. The radio comes on at each start because it is looking to pair with your smart phone so that you can have "hands free" phone usage. It cannot be "fixed"!
What the heck has radio got to do with phone? Pairing with phone does not require audio to even be turned on.

I would think Bluetooth works independently from radio, video, nav, et al.
At least it does on every other vehicle I have ever had.

But, I guess this explanation makes as much sense as any other: none whatsoever.
