Rear Brake Problem

I have a 2001 Yukon XL SLT that has a problem with the driver's side rear brake. The rear bakes are disk with drum parking brakes. The bake pads ride in two thin metal pieces that fit between the pads and the brake frame. The lower metal piece keeps breaking. The piece come in the hardware kit and I've tried kits from Auto Zone and the dealer. I have had the rotors turned. I've also made sure the metal pieces are firmly held in place by their tabs. The piece keeps breaking after a couple weeks of driving. I can tell when they break by a rhythmic scraping when the brakes are lightly applied. This rhythmic sound leads me to believe something isn't straight. That is why I had the rotors cut. This morning I raised the back of the truck and removed the tire. I started the truck and put it in gear. When I looked closely at the center of the hub and I can see that the hub isn't centered. Between this and the scraping I think the axle has a slight bend near the hub. I looked online and I see that replacing the axle isn't hard but at over $200 for the parts, I don't want to do it if it isn't the problem. Could the problem be the axle or am I missing something else?

Axle can def be bent, which would mess up the bearing but your would hear/feel that, any Oil leaking from the seal? Axle csn be bent right past the seal tho and the bearing would be fine. Does the wheel turn true ir can you see a slight wobble?
2 options imo, get a junkyard rear and swap entire rearend or get just the d.s axle from junkyard and swap it. I would do bearing and seal while in there and

What about a bent backing plate? Lot cheaper than all that other stuff. Bend the bracket that keeps breaking is another option. The GMT900s use two.

The correct term for the parking brake system is Drum In Hat.
