Refuses to go into 4 low

I tried everything, including reading the manual. My 2013 LTZ will not go into 4 low.
Just had to tow my friend out in 4 hi. Wasn't easy.

Any suggestions ?

You have to be moving for it to go in, under 5mph does it for me and i go to 4 hi for a min or two first then to 4 lo.
