They'll fit. The picture shows it in a 5 lug but the specs say 6x5.5 which is what you have if you have a 4wd 99 Tahoe. I don't see a single reason why they wouldn't fit.

What would be a good offset for my truck in a 17" in rim?

Does it change if I crank my keys 1" - 1.5"?

I don't know what fits ur year truck but on newer truck I say+ 20 +30

They should fit with a centering ring. The bore on the wheel is larger than your hub
