I would put RA above Amazon as far as getting what you pay for.

I've had no issues before ordering GM Genuine parts for my GMT800s from RockAuto. I can't remember if I've been in your situation though?
Yesterday I received an AC Delco rear AC actuator (bought from Amazon, but I normally don't order GM Genuine/AC Delco from here) and it says Made in Korea and looks legit, similar to your part there.
I think the problem is GM manufacturers a lot of parts, but they also use many different other manufacturers across the globe.

Did someone in the warehouse do a switcheroo? The part numbers on either part don't match the part numbers on the box or packing slip. I could be wrong but I'd think one of the numbers would match at least what's on the box.
They match. Look at the receipt and then look at the boxes and look at the "ACD #". Same number just once has a "-" and one doesn't.I agree. Even if numbers change the box should still match what's in it? That's more worrisome then the manufacturer or location as that does change from time to time.
