Scratches on front bumper

I have some scratches on my front bumper I think from my garage door. I tried rubbing compound and other things it lightened it up but can still see them. Probably have to get it repainted, some body shop said they could blend it and just paint the middle is this true or does the entire bumper need to be repainted? How much should something like this cost?

I bumped into a trailer on the road the other day. Asked my local paint guy that does "work on the side" on how much to repair/re-paint and he said $280. Keep in mind this is NOT from a paint and body shop and from someone who is doing it on the side. $500 sounds right from a normal paint and body shop.
