seats leaking have any one seen this befor please help

i was starting to clean my hoe today and i found this blue stuff (not any kid drinks or any food stuff ) under my passenger seat not sure what it is i was thinking stuff for the heat/cooled seats any ideas i have a app on monday to get it looked at
