Steering speed sensor???

Ok, many of us have been through this with the loose steering at certain speeds. Been there. I replaced mine on the suburban right before the lift. Now I get an occasional loose spot but I could care less. My problem is that at a stand still I can almost not even turn the wheels. Does that sound like the sensor? As soon as I roll just a little I can move them. Anyone have any thoughts on this?

I don't have the sensor but when I had some under inflation from truck sitting it was bad. I have inflated my lt245/75r16 to forty and only once today out of 100miles did it stick for a brief moment when parked I know my power steering fluid looks bad from a distance By I have had the rolling resistance idea in my had for a while thinking that the pump bypass is kicking in.
