strange rubbery substance slung around wheel well

image.jpg image.jpg image.jpg image.jpg image.jpg after a long road trip we sometimes get bits of stringy rubbery bits slung onto the outside of the cars wheel wells. ive googled, no leads.

any ideas? its rubbery in my fingers which makes me think tires. but.....that seems like a stretch as i doubt the tires are exceeding the melting point!

does grease go to rubbery texture (non smearable) when heated?

Remnants from fresh asphalt/tar on the road.

I get that all the time especially in the summer. When the road crews fill cracks with liquid tar and have you running over it two minutes after they put it down it always gets on your vehicle. It drives me crazy.
