A couple questions to rewind a bit:
Where/how are you getting the -16 reading and how much do you trust it?

What is your fuel pressure psi with:
1) ignition on not started
2) idling
3) under light throttle

on the correct stroke tdc cyl 1 on the timing mark the distributor flat part of the body should be parallel with the back edge of the intake and the mark should line up to 6 as liquify stated. shape of the distributor and back edge of the intake you can be off a tooth maybe 2 and have enough turn before the distributor body comes in contact with the intake body. i gave up using scan tools on my 97 after the second distributor im on my 4th or 5th now cant remember. just being dumb and stubborn and was refusing to buy an acdelco.

I agree with Drakon- check fuel pressure- should be 50-60 and hold for a few minutes to run right 60 better. Do you have Bright white/Blue spark? Loosing coolant? Coolant clean? Trying to eliminate some choices!

my first was a cheap cardone reman so that failure was self inflicted. my second was an msd streetfire which failed in fantastic fashion. i was left stranded at that moment so a brand new cardone was what was available. next one im not sure wtf it was i didn't have time so a local shop did it. it has a new ac delco distributor now.
