Same problem with my rear passenger seat belt, I ended up buying another from the dealer for 72.00.

I unbolted mine and let it retract all the way and its working fine for now

Only one is the sensor for the lights. I believe the second is for the keyless entry remote. My 2000 headlights did the same. Somehow it had just come unplugged. Could be the same with yours. Have to take out the upper dash pad to get to it. But don't remember it taking to long
