Turn Signal clicks but doesn't flash?

Just got an 02 suburban, thought my turn signals were good, but the right side clicks while it's on, but doesn't flash at all.
It doesn't click any faster than the left hand signal.
My guess is the relay, but has anyone else had this issue before?

Mine is doing the same thing except mine won’t light up on dash but works on outside and mirrors.

I just had my instrument cluster rebuilt. They installed new motor and bulbs in the cluster. The left side signal lights up on dash but right side does not light up on dash. It does make the clicking noise and lights up on the outside and mirror. Does anyone know what it could be?
