What's the causes for this and how to fix?

They all tend to do it. There are some videos for replacing the oil in the gauge to help the needle from dancing. Not sure if these have a stepper motor. Mine does it only when it is lower than a half. My last cluster used to flip all the way around and catch the oil pressure needle.

Mine dances like that all the time and i'd like to get it fixed somehow. Just might end up looking into a cluster swap and see if that solves the issue.

Honestly, if you can find a nice cluster, that usually takes care of it. Some of them had swappable parts but I don't remember which. I ended up swapping to the 120mph cluster, which coincidentally, I just learned last night isn't bright white at night, it's a blue green and orange needles. Pretty cool. Yeah, I need to drive that thing at night.

If you’re a junk yard dog like some of us you can grab a couple clusters and keep em for parts. They swap in easily, see what works and write it down then grab what you need when you need it. These clusters are all snaps and screws, no soldering BUT some of the gauge motors have resistors so take pics. If you have lights out in the cluster, bows the time to fix that too!
I think I sold off my last spare but I can walk you through most anything that needs fixing on them.

That's a nice score on the 120mph cluster!! Would love to see the pic of your dash one day!

I'd like to hit the yards I have here, all 2 of them so process are a bit higher than bigger cities :( ... They are only 15 miles one way from my house but I would like to go see if I can snag one or two of them that aren't already taken out from others. And I sure will hit you up when it's time to fix them up and yes I do have quite a few lights out already. LOL

I'll definitely keep my eyes out for a 120 speedo ... But am really curious as to how you obtained the cubby where the passenger side door bag would have went. I would really really REALLY want to have that in my ride.
So in 97-99 I believe the passenger side airbag was an option not standard. If you didn't get the airbag for your loved one, you got a cubby. This dash isn't technically my year but I'll take this over the cup holders any day
