Does someone make one?

If so, who and how about a link? Price?

I have done this to previous vehicles I have owned and it helped with power and MPGs.

The underdrive pulley is for the crank and the overdrive pulley is for the alternator.

I have e-fans, so to compensate for the needed amps, I put the overdrive pulley on, helps with the idle amperage for folks with larger stereos or e-fans. I have since gone to a 250amp alternator, but still have the pulley on there.

The underdrive pulley is on the crank and essentially slows down the belt, which can get you a few extra ponies, nothing drastic though.

$200 is a lot to pay for 4 HP on the wheels. Pretty sure you would never notice it. Money is better spent on letting them breath easier and juicing them up with a BlackBear.
