VSC 3400 Security Alarm

Please help with VSC 3400 & FOBs on 2004 Chevy Tahoe. System was installed OEM from original purchase at dealer.
1) VSC3400 feature #7 when set to two-chirp setting will not remove panic alarm trigger as it should as described in 3400 system manual.... (the unwanted result is panic alarm triggers when FOB lock button hit twice, the FOB already has a separate dedicated panic button for this) How can I change 3400 system so panic alarm is not triggered by FOB lock button?

2) FOBs programming behaves inconsistently. Battery was replaced in dead #2 FOB. Completed successful programming reset for FOBs #1 and #2. Now when locking with FOBs, one makes vehicle chirp and the other doesn't. How can the FOBs be made to work the same?

I've been working inquiry with largest local Minneapolis/St. Paul area Chevy dealer to get VSC3400 and FOB resolution help. After visiting in person twice, explaining and giving photocopies of VSC system manual to help with inquiry, and making a follow-up call after 1.5 weeks of waiting, they've been unresponsive and my GM maintenance request/inquiry appears to be Greek to them.

I'm stuck. If there is a system knowledgeable person out there, especially with item 1 above, please help. Thank you.
