Weird foglight problem...

I have noticed that my passenger-side fog light only comes on in Accessory mode. When the engine turns over, the light shuts off and only the driver side works. This is a DDM 35-watt bulb. Hopefully we installed these right, we had to snip the factory harness and connected the wires there.

I have a guy who could probably fix this, but I was wondering if you guys knew any solutions. I know a relay is recommended for these HID's...would that fix it?

Any signs this might be a heat issue? Switch ballasts and bulbs to make sure both items are working correctly. May be even try the stock setup again. If all is good, then probably need the relay harness ($~15).
