Hard to tell from the pic but my guess based on the location would be that it is the vent line for the charcoal canisters vent valve solenoid. If it is it should be zip tied up next to the filler neck.

The opposite end should be attached to the vent valve solenoid which is bolted in the center of the truck to the crossmember in front of the spare tire and behind the rear axle.

Have owned this Tahoe for eight years and always wanted to remove the cross rails. Found out how to do it here and took all of 20 minutes. Awww so much better without the rails I think I'll keep it.

You mean for the roof rack? Yeah looks way better without.
