Put the steering wheel on today and then while connecting the battery, the horn kept going off. I kept disconnecting and connecting the battery and taking the new steering wheel on and off and double checking connections and still the battery would still go off. Then I left it on for about 10 seconds and the horn started smoking. I disconnected the horn and let it be for now. I ordered a new horn. The old horn was one of those Big Boy Max blaster. Also the plastic cover on the back of the steering wheel doesn’t stay on. What a Monday!
I don't really know for sure, but doesn't the horn work by grounding the connection behind the airbag? Maybe you have a constant ground behind the new wheel.

No the copper pieces are most likely not seated properly. Those are what comes into contact with the spring piece you’re talking about. Those four screw go all the way in and stop when they don’t turn anymore.Yes I noticed this when I did my wheel. The air bag "mounting cage" that acts as the horn ground is spring loaded and if you tighten the bolts too far it will do exactly what he is saying. Need to take it apart and adjust the screws back out until you get the movement where you want it. And even all the way around all four of them. I think I set mine around an 1/8" inch of play or so. Just did it by feel.
