Please need help with this part as shown in the picture what do you call it and where can I find it and does GM got a stock part to cover this area?

Theres stock ones but the one in the pic is with a 4-6 suspension lift

I just painted mine and i believe its a skid plate

It's a skid plate. And G is correct, that's an aftermarket one because of the lift.

Hmmm I think I will paint the underneath completely!

3-4 cans of spray paint thats all you will need. I painted the frame and the inside of where the tires go, and it looks heka better makes it look way newer. I really recommend that you paint the bottom of your truck.
