Edges dont look evenly worn and i want to say some type of punch, leather or plastic, but ya f'in got me nate

Looks like scrap from the casting process that someone thought may be handy, necessity is the mother of invention. But who knows, are those nubs welded on?

IMG_5822.PNG I have seen something similar before for punching holes in leather belts and shoes. It has another piece that looks like Channel locks.

Very close, but all the spokes on his are the same size. Maybe a very small Doberman spiked dog collar, or a punk rock chicks nipple ring.
