Why would they install a vacuum line to nowhere?

Can't remember off the top of my head what that is specifically but it is emissions purge valve, something like that.

Being that it's vac operated and I would imagine has a diaphram that is just a vent allowing the diaphram to move.
Either way pretty sure it's just a vent.
