So Ive got a line on a diesel bumper, but its a smoothie without any holes. I have to run a front license plate here in TX. Would I be able to drill the license plate bracket holes with a hand drill? Or is this something a body shop could do for me?

Those are just round holes, easy enough for you to do.
Tape the locations on the bumper first then use a center punch and a fresh drill bit.
You should touch up the drilled holes with some paint to avoid corrosion if you worry about that stuff in Texas!
Don't forget to get the proper front plate bracket for a bumper with no rub strip......ask me how I know.....
