Not sure why you'd think a transmission rebuilt by a competent shop would be any worse than a 'full replacement', especially considering the amount of hack reman companies out there.

Like @rockola1971 said, black dust is a bad sign, if in quantity at the bottom of the pan. You're also going in and out of limp mode (3rd and reverse only).
Did you continuity-test all the solenoids when the pan was off? Visual inspections are fine but only tell half the story...

You simply need a scan tool capable of clearing the code...I would think most basic, low-buck scanners can clear an evap code since it's an emissions related DTC.
Why are you reusing things that should be tossed? All electronic/electrical parts should be put in the trash and replaced with AC Delco, Rostra, Delphi or Borg Warner components. Its begging for a comeback when that stuff is reused (esp 2006+ 4L60Es with TSS).

Pull the piston out and check the lip sealing surfaces on your piston (im assuming you have a new bonded piston - if not, obtain one)...Also make sure the sealing surface in the drum isn't compromised in any way or the inner diameter of the direct drum doesn't have sealing ring...
Have you fixed this yet? If not, wonder if it's simply your gas cap needing to be replaced. If that's it, should clear on its own once a new cap is installed.

Yep, agree. Take to a reputable shop, one not connected to that guy. Both low fluid and filter not seated (or cracked filter, because he broke it lol).
There's a fill procedure that has to be followed for those transmissions, maybe he didnt follow it.
My thoughts are that maybe he screwed up and is now telling you to fix his mistake. Get the vehicle to operating temp and check fluie level. While doing so, smell the fluid on the dipstick to see if it smells burnt at all.
If you have a scan tool, plug in to grab any codes that may be stored...
