    I would suggest performing a full reset on the Radio, then trying to get OnStar Activated... You can reset by Going to System --> Reset Options.

    Mine is very quiet, unless I am on a concrete road with grooves perpendicular to the direction of travel, then the Bridgestones sing like a choir. That said, it is the quietest vehicle I have ever owned.

    I don't think the light takes straight 12V, It takes a Pulse Width Modulated input of some sort (to the LED's). From the Schematic below, see red circled indicators. Common w/ LED's to control brightness and improve longevity.
