As far as a hitch you can install an aftermarket one and IMO it doesn't look right or find an OE one to install. The OE one replaces the factory rear bumper with the hitch integrated in to it and than sits up behind the bumper skin and not below it like the aftermarket one does.- RTLINGR2

Hey Beau, I work for a City in Florida. We have had many K9 units over the years. As a suggestion for cleaning, I would drop the headliner as well and clean the topside. That is common with some municipalities to keep for a short time then sell. Thats cool its got double spot lights. Not all agencies option both. I work at a municipality in Florida and we just use a single spot light. Question what bulbs are you using in the spotlights? We buy Whelen LED replacement bulbs ( PART # P46SLC). Night and day difference, no pun intended...- RTLINGR2
